Widyaiswara Balai Diklat Keuangan  Malang ABSTRAK Didirikannnya Negara Kesatuan Republik Indonesia antara lain bertujuan mewujudkan keadilan sosial bagi seluruh rakyat Indonesia. Namun, masih terdapat masyarakat dalam keadaan fakir, miskin, dan terlantar. Mereka bisa bermetamorfosis menjadi gelandangan, pengemis, pengamen, dan anak jalanan. Pasal 34 ayat (1) Undang-Undang Dasar 1945 menyebutkan bahwa “Fakir miskin dan anak-anak terlantar dipelihara oleh negara”.  Pilihan kata dalam klausul ayat tersebut ternyata dapat memunculkan  makna yang berbeda-beda. Jumlah gelandangan, pengemis, pengamen, dan anak jalanan yang terus bertambah di banyak kota besar lebih mendorong seseorang mengartikan kalimat sesuai dengan kenyataan yang ada.
